Statewide
Advisory Board (SWAB) Guidelines
The Pennsylvania Fire & Emergency Services Institute (PFESI)
State-Wide Advisory Board shall function as an advisory body to
the Institute on priorities and issues that affect the fire and
life safety community.
The PFESI State-Wide Advisory Board shall consist of any county,
regional or state organization with fire, EMS, industry or
related concerns.
Membership: Membership to the State-Wide Advisory Board shall
remain open. The membership is for the organization and not an
individual person. Each organization shall appoint a delegate
and an alternate. Only one representative may vote.
Chairman: Following the initial meeting the State-Wide Advisory
Board meetings shall be presided over by the Chairman, to be
elected to serve a two year term.
Election of the Chairman: The Chairman shall be elected
following nominations from the floor. The election will be by
secret ballot. If a candidate does not receive 51% of the vote,
a run-off election between the two (2) candidates receiving the
highest vote count will be held.
Annual Meeting: The State-Wide Advisory Board shall hold its
annual meeting in conjunction with the annual fundraising event
in November, each year.
Committees: The Chairman may appoint committees, with the
approval of the Board of Directors. All committee deliberations
and proposals shall be subject to review and approval of the
Board of Directors.
Executive Committee: Three (3) member organizations of the
State-Wide Advisory Board will be elected to serve three (3)
year terms on the Executive Committee. One position shall be
open to fire service organizations. The second shall be reserved
for emergency medical service organizations. The third position
will be open to an industry organization. Nominations will be
taken for each position separately. The election will be held by
secret ballot. A run-off election will be held in the case of a
tie. The President of the Institute will serve as the Chairman
of the Executive committee of the SWAB.
Standing: A member organization shall be considered in good
standing as long as no more than two (2) consecutive scheduled
meetings are missed.
Removal of Members: Members of the Board that have missed three
(3) consecutive meetings can be removed from the Board by vote.
Following the second absence, the Executive Director of PFESI
shall notify, in writing, the organization that failure to be
represented at the next scheduled meeting may result in removal
action. The vote shall be secret, and a two/thirds (2/3)
majority of those present must vote for removal for the action
to be valid. The Chairman shall be a nonvoting member except in
the case of a tie.
Quorum: A quorum of the State-Wide Advisory Board shall consist
of 51% of the total organizations on the Board at the time of
the annual meeting. A quorum is required for all voting
decisions of the Board.
Assessment: Each organization of the Statewide
Advisory Board shall pay an annual assessment of $50.00 due in
January of each year. Each new organization of the Board shall
pay a one time fee of $50.00. The initiation fee shall
accompany the letter of intent.
